New Overseas Student Commencements (NOSC) Report
The NOSC report aims to estimate and forecast the number of New Overseas Student Commencements based on the Enrolments and Offers data in eBECAS.

This report uses enrolments and offers data only, so it should be considered indicative and not a substitute for the official NOSC numbers provided by PRISMS.
This report is currently in BETA, so changes may occur as we refine its features and functionality.
Overview
From 1 January 2025, the Australian Government is setting the total number of New Overseas Student Commencements (NOSC) at higher education and vocational education and training (VET) providers in Australia each calendar year under the National Planning Level.
The Provider Limit is a set number of NOSCs allocated to each provider in PRISMS for a calendar year. PRISMS calculates the NOSC count based on the Confirmations of Enrolment (CoEs) issued by the provider.
The New Overseas Student Commencements (NOSC) Report in eBECAS uses enrolments and offers data to estimate NOSC figures for past, present, and future (forecast) periods. This report is designed to assist colleges in estimating and tracking their numbers in relation to their allocated cap.
You can personalize this report by adding options like financial data for enrollments and offers. You can even include starters from the report period who aren’t counted as NOSC, along with the reasons why.
Considerations
The NOSC report in eBECAS relies solely on enrolments and offers data, and not on Confirmation of Enrolments (CoEs). However, when enrolment variations in eBECAS are handled following best practises, the NOSC numbers from this report are expected to closely align with the official NOSC figures. Therefore, this report should be considered for indicative purposes only.
This report supports VET and Higher Education courses and they are reported independently.
The NOSC forecast is based on future and non-cancelled enrolments and offers.
To ensure past non-cancelled offers do not impact the report, it is necessary to cancel them. A setting is available to automate this process; please reach out to our support team for further details.
The enrolments and offer items outlined in the report are organized according to their commencement dates. Consequently, any changes to enrolments should be managed according to best practices; otherwise, some enrolments may be reported in different periods, omitted entirely or impact other enrolments in the report.

Exclusions
The following data is excluded from the report:
Enrolments and Offers that are cancelled.
Enrolments or Offered courses that are shorter than 4 weeks.
Language courses.
Higher Education courses of type Doctorate (all types) or Masters (Research) (see the Configuration section below for details).
Students with a country belonging to a exempted region (see the Configuration section below for details).
Other exclusions may be applicable based on official advice.
Configuration
Doctorate (all types) and Masters (Research) courses in Higher Education are excluded from the report. The course type is configured in the PIR section of the course settings.
Students from certain countries can be excluded. To do so:
Make sure the countries to be excluded are assigned the same region. Contact your system administrator for how to assign a region to a country.
From the Navigation menu, go to Utilities > Setup Configuration.
From the Setup Configuration windows, go to Setup > Options
From the Student tab, select a region to exclude on the field: NOSC Reporting Ignore Region
Save the changes.
All students with a country matching the selected region will be excluded.
Generate the NOSC Report

Go to Reports > Student > NOSC Student Numbers Report.
Th options available are:
Report Type
The report type determines how the data is displayed:
Summary: Only the total count of NOSC is shown, without specific details for each individual record. The data can be summarised using various grouping options (refer to the grouping section below for more information)
Detail: The report will display each individual record in a separate row, with multiple columns detailing the student, offer, course, enrolment, and agents details.
Report Options
Report Year: The year to report for. Only enrolments and offer items starting in this period will be used.
Enrolments Only: If selected. the report will only include enrolments. To also include Offers data, leave it unselected.
Arrived Enrolment Only: If selected. the report will only include enrolments that are marked as Arrived. Otherwise Arrived and Not Arrived enrolments will be included.
Report Grouping
The grouping option will determine how the data is summarised (only applicable for the Summary type). The options are:
Record Type
Enrolment (Arrived): Enrolments marked as Arrived
Enrolment (Not Arrived): Enrolments not marked as Arrived
Offer: Offers
Month: Summarise the data by month
Faculty: Summarise the data by the country of the faculty
Course: Summarise the data by the country of the course
Country: Summarise the data by the country of the student
Report Details
The additional details to include in the report (only available when the report type is set to Detail):
Include Agent Details: Includes the agent details (if any).
Export Financials: Includes the financials for the records.
Export Offer Financials: Includes the financial details for offers such as the Offer total amount, commission amount, courses amount, etc.
Show Starters Not Counted: Includes records that start on the report period but do not meet the criteria to be counted as NOSC. Additional columns provide more details on why these records aren't classified as NOSC. Use this option to get a clearer understanding of your NOSC numbers.
Sort By
Different sorting options for the Detail report type.
API
This report is available in our API with two endpoints:
Report Endpoint 1: /noscstudentnumbers
This endpoint is the detailed version of the report including all enrolments and offers that are NOSCs. It also includes the enrolment and offers financials.
Report Endpoint 2: /noscstudentnumbersall
The main difference with this endpoint is that, unlike the /noscstudentnumbers endpoint, this one also includes the Starters Not Counted.
Power BI
V1.6.0
This report is also available in our PBI integration.
To set up the reporting period in Power BI, go to Power BI Report Settings in eBECAS and pick a date in the desired year using the From Date Parameter. The report will then cover the entire calendar year based on that date. You can set the To Date to any date after the From Date — it won’t actually affect anything.
This Power Bi report includes all the enrolments and offers that are NOSCs. It also includes the enrolment and offers financials.
